An initiative by ABRATT, ABENDI and SABESP to strengthen safety, quality, reliability and standardization in Horizontal Directional Drilling services in Brazil.
Registration formA joint initiative focused on professionalization and technical development of HDD-related activities.

On June 1, 2026, ABRATT and ABENDI signed a Technical Cooperation Agreement with SABESP, establishing an important partnership to strengthen and professionalize activities related to Horizontal Directional Drilling (HDD) technology in Brazil.
The initiative aims to contribute to the sector’s development by establishing criteria and requirements that promote greater safety, quality, reliability and standardization in HDD service delivery. The cooperation also seeks to ensure that participating companies and professionals are properly prepared and qualified to work according to the established standards.
On October 2, 2026, the project was announced by SABESP’s Board together with ABRATT and ABENDI, formalizing a new stage of the initiative and marking the beginning of the certification process for companies that provide or intend to provide HDD services to SABESP.
According to the implementation schedule, by July 2027 all service providers working for SABESP must be qualified and certified, meeting the requirements established for Horizontal Directional Drilling (HDD) activities.
Companies should therefore begin preparing their professionals and internal processes in advance, rather than waiting until the final deadline approaches.
As part of the initiative, a process was structured to include training, professional qualification and company certification, creating a sequence of stages that evaluates both professional technical competence and the company’s ability to meet service requirements.
The certification process is divided into six stages, beginning with technical qualification of professionals and continuing through company certification and certificate maintenance.
Operators and navigators take part in the HDD/Trenchless technical qualification process.
Technical competence assessment examination for operators and navigators.
Approved professionals receive a qualification statement issued under ABRATT’s process.
The company requests an audit from ABENDI in accordance with the requirements established in PV-002.
After assessment and compliance with the applicable requirements, ABENDI issues the company certificate, valid for 2 years.
The company undergoes a new assessment according to the criteria and deadlines defined by the certifying body in order to maintain certified status.
Professionals must demonstrate technical knowledge consistent with their activities, helping ensure that services are performed safely, under control and with appropriate technical standards.
After completing the assessment process and passing the qualification exam, the professional receives the Qualification Statement issued by ABRATT. This document confirms that the professional completed the established assessment process and met the qualification requirements for their role.
Professional qualification is directly linked to company certification, since a company seeking certification from ABENDI must meet the established requirements, including proof of qualification for professionals involved in HDD activities.
ABRATT provides information about companies and institutions offering training related to HDD/Trenchless methodology, with content aimed at meeting the requirements established in PV-002.
Companies can review the available options and select the training that best fits their needs and the Operator and Navigator qualification process.
